When Dr. Jared Cooney Horvath stepped up to testify before a U.S. Senate subcommittee earlier this year, his core message to lawmakers was surprisingly blunt: removing smartphones from student hands is only half the battle.

That streak broke right around the turn of the millennium.

Across several Western nations, international assessment benchmarks like PISA—alongside standardized IQ test metrics—began a sustained slide. Crucially, this dip coincided almost perfectly with the aggressive rollout of classroom hardware, standard online learning portals, and 1-to-1 device programs.

“People assume EdTech is just an efficiency upgrade, like replacing a chalkboard with a whiteboard,” Horvath explains. “It isn’t. When you put a child in front of a screen, you change the way their brain processes information. You swap deep, friction-rich conceptual learning for rapid skimming and quick answers.”

The Mechanics of “Outsourcing” Thought

In cognitive science, learning relies on a principle Horvath calls the directionality of transfer: skills only transfer from hard to easy, never the reverse. A child who masters handwriting can easily learn to type; a child who only types struggles to develop the fine motor control and spatial memory anchored by physical writing.

When technology strips away friction, students miss the critical cognitive labor required to build durable mental models. Horvath makes a sharp distinction between two ways people use technology:

  • Offloading: An expert uses a tool to speed up a task they already know how to evaluate.

  • Outsourcing: A novice uses a tool to skip the actual process of learning, leaving them incapable of judging whether the output is even correct.

Mathematics offers the clearest proof of this breakdown. Solving non-standard problems, recognizing abstract patterns, and reasoning through multi-step proofs demand active mental heavy lifting. When a platform generates a quick hint or a auto-filled step, the illusion of understanding rises, but actual retention vanishes the moment the screen goes away.

Friction in the Field: Pushback and Practical Realities

Not everyone in the education sector is ready to pull the plug, however. Critics and school administrators argue that sweeping attacks on classroom technology risk throwing out tools that provide vital support for overburdened teachers.

Targeted software can deliver personalized skill drills, assist students with learning disabilities, and streamline administrative feedback loops when used with clear pedagogical intent.

Even skeptics like Matt Barnum, an education writer who reviewed Horvath’s research, note that while EdTech may not be a single “smoking gun” for global score drops, the sheer lack of evidence supporting broad software rollouts should force districts to rethink their budgets.

The Unplugging Experiment

Driven by growing skepticism, some districts are already quietly pulling back. In Granville County, North Carolina, administrators introduced “Tech-Free Tuesdays and Thursdays,” forcing students off laptops and back to paper and ink.

The immediate result? Teachers reported higher student engagement, quieter classrooms, and significantly deeper discussions.

As state legislatures across the country introduce dozens of new bills regulating classroom technology and device use, the conversation is shifting away from tech enablement toward pedagogical intentionality.
